Given the cross-cutting scope of the SCP interventions, this will require multi-stakeholder participation and commitment to ensure effective and timely implementation of the identified priority actions. With the government at the forefront of SCP implementation, all agencies across governance levels are expected to align their programs and budget supportive of SCP activities. Moving forward, it is envisaged to involve other stakeholders (e.g., private sector, non-government organizations, and research and academic institutions) to report their contributions in the SCP implementation.

The frequency of reporting for SCP accomplishments will be in conjunction with the agency submissions for the annual PDP monitoring through the Philippine Development Report (PDR). This reporting cycle provides a comprehensive assessment of the country’s SCP implementation progress, contributing to the overall outcomes of the PDP.
This approach will likewise serve as inputs to our country submissions for international commitments, such as the (a) Voluntary National Review (VNR) for the Implementation of Sustainable Development Goals, (b) Enhanced APEC Agenda for Structural Reform (EASSR), and (c) 10 Year Framework of Programmes on Sustainable Consumption and Production.

1. Renewable Energy Trust Fund (RETF). Established under the Renewable Energy Act, this fund is administered by the DOE and aims to enhance the development and use of renewable energy. It supports research, development, demonstration, and promotion of RE systems for both power and non-power applications, and also funds joint public-private R&D projects and market assessments.


2. Energy Regulations (ER) No. 1-94. Requires Generation Companies and energy resource developers to allocate PHP0.01/kWh of electricity sales to benefit host communities. Local government units (LGUs) may use the funds for electrification, livelihood, reforestation, watershed management, health, and environmental projects.


3. Air Quality Management Fund. Created under the Clean Air Act, this fund finances containment, cleanup, and restoration operations related to air pollution. It supports research, monitoring, and technical assistance, and is sourced from fines, permits, and donations. Contributions are tax-exempt.


4. Clean Water Management Fund. Similar to the Air Quality Fund, this fund was created under the Clean Water Act and is used for addressing water pollution cases.


5. DOST Grants-in-Aid (GIA) Program. This program provides grants for R&D projects aligned with national development priorities, including health, agriculture, energy, and disaster risk reduction. It encourages collaboration among industry, academia, and government, with private sector co-funding strongly encouraged.


6. Innovation Fund. Established under the Philippine Innovation Act (RA 11293), this fund supports entrepreneurship and innovation that benefits the poorest sectors. Grants are managed by the National Innovation Council, which evaluates and approves qualified proposals.
